7. In view of the "rotation" phenomenon of the water meter, the following measures are generally adopted:

1. Then check the internal pipeline layout to determine whether it is an independent closure, and also to inspect the internal water points.

2. Identification and inspection of leakage of internal pipelines and water facilities. Observe the water meter, if the busy needle keeps rotating at a constant speed for a period of time, it can be preliminarily judged that there is water leakage inside the user, and the amount of water leakage can be judged according to the rotation speed of the busy needle. Look for internal leaks. Toilets, water tanks, and water heaters are the key points of inspection.
